The efforts are a national model at all levels. In July 1997, a new Voluntary General Storm Water permit was issued by the Michigan Department of Environmental Quality to address the discharges from city stormwater systems. Its purpose was education, storm water pollution prevention and elimination of illicit discharge.

The river is coming back to life. Water quality and the ecosystem health are progressively improving. As of 2006, DO (dissolved oxygen) conditions are improving. It met the DO standard 100% of the time in 2004 at eight different monitoring stations. Frogs and toads are heard. E-coli levels and phosphorus levels are dropping. A concerted effort has been made towards education of citizens as well. Communities are improving their sewage and drainage systems, some through the use of rain gardens.
